You sit down, the idea is right there, your hands are even ready — and then a quiet question arrives before the first word does: does someone actually want this? Is this allowed? Who said I could? It's not that you lack the idea, or the time, or even the skill. It's that some part of you is holding out for a specific kind of clearance — a yes from someone, anyone, official-feeling enough — before the making is allowed to begin.
The trouble is, that yes almost never arrives, because almost nobody hands out permission to make things. There's no office for it. No one is sitting somewhere with a stamp, waiting to approve your project before you're allowed to start it. But The Permission-Asker doesn't know that, or doesn't believe it yet — she keeps scanning the room for someone who might grant it, and in the meantime, the page stays exactly where it was: waiting, along with you.
